Bizarre issues EU4 does not seem to respond when observed

I recently downloaded EU4 onto a new laptop (via steam) however when I tried to play it it briefly showed just the initial EU 4 screen then froze.

I ended up ctl alt deleteing to get out of the frozen screen but then oddly couldn't see a not responding message so try to go back in at which point it had successfully loaded, I then clicked on start game button I heard the sound of a click and my cursor was moving but nothing happened I waited around quite a long time still nothing was happening out of curiosity tried again ctl alt deleteing to force it to minimise and then go back in and it brought me to the nation selection page! I kept repeating and it seems I can move around my mouse fine but but if I try and click on anything it won't do anything unless I first force it to minimise and then reopen (then it catches up).

I'm not sure if this matters or not but I also noticed it never seems to progress through the loading screen (so you see those random tips and the bar) I just go from the big EU 4 page to the main landing page after a long pause.

I've tried uninstalling and reinstalling and have the same issue (when I first installed it on the laptop I did have a couple of mods that I'd used previously with no issues running but I turned them off just in case, and also when I first tried the reinstall and had the same issue with no mods running)

Try to change the display mode to borderless fullscreen in the launcher like in the following screenshot:

AFAIK the developers have the problem that they can't reproduce this issue on their systems. If you borderless fullscreen helps for you and you want to help with finding the problem, can you please do the following:

1. delete the log files from "Documents/Paradox Interactive/Europa Universalis IV/logs"
2. start eu4 in normal fullscreen so that it freezes/is super slow
3. afterwards run dxdiag and store its output in a txt file(it has a button for this)
4. attach the error.log (if not empty), system.log from the eu4 logs folder and the output from dxdiag to a comment here, so that I can collect this information and forward it to the developers
5. try to deactivate the geforce experience overlay and see if this helps
6. try to deactivate the geforce experience software in general
