As Germany in 1942, I control all required bitter peace provinces except Sverdlovsk. Japan is in the Axis and controls Vladivostok. The problem is that I originally did not ask Japan to sign the Tripartite Pact. Now I'm wondering if the Bitter Peace event can fire simply by Japan being in the Axis, or if they had needed to have signed the Tripartite Pact as well.

Unfortunately, in HoI2 it requires that you asked Japan to join the Tripart. Pact, simply being in the Axis is not sufficient. This was corrected in DD, but for you, you'll have to make it to Sverdlosk.
