Is creating a decent ai for this type of complicated strategy game all that difficult?

1. All countries should have an ideal slider preference, the sliders should be changed every time they are able with each slider having an order of importance. Which outcome is chosen for random events should be pre ordained by the programmers for max benefit.

2. All countries should try to maintain their max maintenance of troops at all times, for the ai smaller countries should have a higher troop limit but not as much as a larger country e.g. one province minor = 20000, this is more than usual but wont stop the big boys only slow them down.

3. During a war additional troops should be built as far away from the opposing armies as possible (this could be changed to 2 provinces distance) unless there is no alternative.
Troops will only be built where there is an opposing army if they can be built to twice the the amount of occupying force.
Troops will be built until 1.5 times as much as all enemies attacking, this will mean that 2 comp opponents will build until one runs out of manpower.

4. War. This should be decided by relative strength.

Relations
-200 = 2
-100 = 1
0 = 0
100 = -1
200 = -2

Royal marriage = -3 (should be harder to get)
Cassus Belli = 5
Trade embargo = 4
If alliance member requests assistance = 6

Stability
-3 = -3
-2 = -1
-1 = 0
0 = 0
1 = 0
2 = 0
3 = 0

Size of armies
4:1 = 10
3:1 = 9
2:1 = 5
1:1 = 0
1:2 = -10
1:3 = -20
1:4 = -50

this is just off the top of my head and is not nearly finished yet please tell me what you think and if you have anything to add do so.

Thought this may do better here in EEP.

The problem with your ideas is that all that is done and decided in the eu.exe file, hardcoded. It can only be changed by Paradox. There is a ai file that guides all nations as well, but as far as I know not the things you suggest. It is also hard to comment on your suggestions, since we don't know the algoritms used right now.
