After playing a few games with 1.5B to 3B GDP as France, Italy, Prussia, India, Persia, Japan, China, Russia, I have singled out (like other did before) 3 major problem in my opinion.

1. Internal Migration

Internal migration definitely needs a buff. It's very noticeable when you have a massive population and/or late game. POP are supposed to move to a province with jobs and/or free arable lands, but at one point you won't have any arable lands left and you can't really build more industry in some province because there is no raw resource left anyway.
Internal migration in my opinion should aim at having roughly the same unemployed POP ratio everywhere. Right now you can have one province with 10k unemployed and one with 1 millions and no internal migration will happen between them translating to having always a very low pool of unemployed pop in the province where the player is actively building.

2. AI dont build raw ressources

It is mind boggling that the AI can't or won't build mines even when you have them in a customs union and you are down -30k on iron or coal.
We need to be able to build in puppet/dominion asap, I know it's coming but we need it badly. The AI also needs a build priority update I am not a Paradox modder so I don't know how the AI work, but as a TW modder I assume it must be something similar to the CAI and how the AI sees what and how he needs to build. Right now, having protectorate is worthless.

3. Multiculturalism kills the game performance.

I never really realise how true it is before I finally made a game with multiculturalism as France in 1880 my game was running as bad as India with a lot bigger population in 1930. Maybe buffing assimilation by a LOT for low number POP would help and make sense, but something needs to be done.

Internal migration should receive a buff if you have ample and affordable transportation, I feel. You're telling me I built all these railroads, let them ride for cheap, and the millions of immigrants I'm getting choose to stay in overcrowded New York?!

All of OPs suggestions are modable and are modded.
The next big think in vanilla will be foreign investment (some stuff already present in code makes me very pessimistic).
The most valuable feature would be Railways, roads, rivers and docks make interstate supply lines with actual patching, like Hoi4.

In game Code there are multiple comments on the multipliers towards investment pool contribution. These bonuses seemingly generate money from thin air and comments imply that this bonus money represents foreign investment and capital from outside.
Maybe it's just an old remark, maybe foreign investment will be extremely well done and divers, with new mechanics. But maybe foreign investment just pours money in foreign investment pool or give bigger bonuses (this is already fairly straight moddable as a diplo pact btw). That's my pessimistic approach :D
Dominions get the "develope raw/plantation" strats and might build raw resources accordingly, boosting a minor nation for favors is OK. But tbh it's not the biggest feature this way.

Well mods fix at least 2 of these issues
These kinds of comments should be considered trolling. There is a nice post explaining the Oberoni fallacy in one of the other threads.

I'm not sure if issue 1 should really be "fixed" fully. Internal migration driven by unemployment is a powerful force, but there are many cases of populations that preferred to stay at their current point of residence even if better opportunities existed existed elsewhere. There are many factors that contribute to this e.g. cultural, social or lack of knowledge of work opportunities, limited transportation. That being said, the social mobility should probably increase as time progresses and better forms of communication and transport are introduced.

No intend of trolling. But mods in videogames are more like "houserules" in a rpg. A player/party can use these to make the playtime towards the next official change/fix more enjoyable.
Oberon fallacy/trolls are peeps who point out some weird and annoying playstyle to solve/alleviate a problem.
No offense :)

"2. AI dont build raw ressources" is an interesting problem, but remember that if the AI is smart enough to build resources, it should be smart enough to build the industry to use them, because highly profitable resource buildings will increase the AI's investment pool and government taxes, which will lead to more construction.

Unless Paradox makes the AI selectively stupid, getting the AI to build resources is a solution that will last like 30 years in-game at most.

I think game needs to slow down pop growth in late game. Increase in SoL and literacy should bring that number down, not up.

Secondly, the game needs to stop removing ALL substinence buildings once all arable land has been used. Even in modern times there's always room for private, household farms. Reduce the number by 50%, but don't remove every single one.

Multiculturalism indeed affects performance. Vicky 2 solved it by assimilation. Since you could only get assimilation in the new world, it wasn't that much of an issue. More accurately, when played by AI, only US got immigrants because it had scripted bonuses.

In Vicky 3, you can get immigrants anywhere, which would create problems if, for example, Poles in Prussia, Austria and Russia assimilate within 30 years. Or Irish in the UK, which is indeed what happened in first few versions of Vicky 2. They solved it by making them unable to assimilate in their core state, but pops moved much less internally in that game, so there's that as well.

Maybe making people not be able to move in Customs Unions. That's a very large source of migrations. In my Brazil game, I eventually put Qing in my customs union. At that put I got all the reforms and highest standard of living and had migration events constantly, within 10 or so years, Han made up like 15% of my population

The next big think in vanilla will be foreign investment (some stuff already present in code makes me very pessimistic).
The next big thing should be decoupling ownership from "employment", so that the capitalist class can actually concentrate wealth properly and Ireland can have a better depiction of the absentee landlordism that afflicted it.

Foreign investment then falls naturally out of that.
