He also mentions that Valve are in the process of converting every game on Steam to a new authentication procedure. "Some day soon, once this work is completed, we will eliminate the old authentication system (represented by the ClientRegistry.blob file) and Offline Mode should immediately become much more robust
While I'd love for this to be some new patch or expansion, I wouldn't be surprised to learn that this is just general Steam housekeeping. Particularly in light of the recent news about forthcoming improvements to the offline mode:

The "two week" timeout issue has been fixed for months now, along with several other bugs. We're still working on improvements, and you might catch them if you read the patch notes carefully, but we don't bother to post on the forums every time we fix something (maybe out of fear that it will get posted as front-page news six months later?).
I would pay 20 pounds extra, for airport/railway/ferry terminals only...
