There is a new folder in C:\Program Files (x86)\Steam\SteamApps\common\Cities in Motion 2 called _CommonRedist
And it's size it's about what the update is... about 114mb (directx and visual C++ runtimes)
No changes in the locale strings_en.xml , but hopefully CO/Paradox are preparing a big update :)

While I'd love for this to be some new patch or expansion, I wouldn't be surprised to learn that this is just general Steam housekeeping. Particularly in light of the recent news about forthcoming improvements to the offline mode:

He also mentions that Valve are in the process of converting every game on Steam to a new authentication procedure. "Some day soon, once this work is completed, we will eliminate the old authentication system (represented by the ClientRegistry.blob file) and Offline Mode should immediately become much more robust

A quick diff to my old version shows no difference in any files, the new Folder _CommonRedistonly with MS Runtime and DirectX Runtime was added, a waste of Bandwidth...

Well, this is a message about a bug 6 MONTHS AGO.
This is in German, but the qoute from valve is in english:
Looks like Kotaku decided to link to this post from six months ago, and every game blog has copy-pasted it. The "two week" timeout issue has been fixed for months now, along with several other bugs. We're still working on improvements, and you might catch them if you read the patch notes carefully, but we don't bother to post on the forums every time we fix something (maybe out of fear that it will get posted as front-page news six months later?).
