That there will be a Upper House and a Senate. So would the American experience be having a Senate and House? If so how much of an impact would that have when playing?

I heard that there will be a generic Upper House and a generic Lower House for all nations, so the US would not have a Senate and House of Representatives. This is just what I heard though.
May I ask what's the difference between the Upper and Lower House in Vicky 2? Like does the Senate pass war dec. and economic bills? And the House makes them up or something?
Of course I saw it on wikipedia so I'm not really taking it for sure though I thought it would be pretty sweet to and even more of a pain to do something like that. Which of course increases the challenge.
If that's the case what impact would it have on the country with the Senate and Upper House?

It's important to recall that not all countries have bicameral systems - Norway has an unified model, and the House of Lords in the UK isn't actually a legislative body de jure. Thus some sort of "Legislative Type" is in order?
Well, until the reform of the lords in 1910 (I think), the Lords still had an absolute veto of the commons. Also, you could occasionally get a Prime Minister from the lords (technically still could), and I beleive that they could and still can create and pass legislation that then nees to be confirmed in the Commons (incidently, any commons policy must be accepted in the lords, which is a moot point since 1910 for the reason stated).
I may have got bits of that wrong, but generally speaking, the British 'Constitution' and the operation of Parliament is confusing, illogical and inceasingly ridiculous
EDIT: To try and clarify a bit better, the houses of Parliament as a whole is a peculiar mesh of Legislature, Executive and Judiciary and depending on the political balance of power of the era, both houses can in theory (and have in practice) done a bit of everything.
The Lords Reforms mean they have a Veto for the first two times but the thrid time a bill comes up from the commons it must be let though.
Anway why im commenting is to querry as to whether it would be possible for a dominion or stailite to have a lower house with the upper house of the overlord acting as its upper house as well? example welsh or new zealand or even indian parliaments with the british House of Lords there to keep them.
And many places have only one house or sometimes three, although i dont know if any still had three by the time period but a century earlier most did.

I'd like to manage as much as possible. The more I can do in the game, the more fun I have!
Hell, if they even go so far as to let me pick a POP as nominees and another to be excluded from the government i would definately do it.
Of course, and it has been used very effectivley in the UK since 1997 to slow down alot of unpopular Labour bills, but it is not really a veto, more a protest or delay tactic, which is unfortunate because the Lords were acting exacly how an upper house should do in a fully functional democratic system. In many cases though, they can send a bill back to Parliament with amendments etc, and thus still act in the legislature.

It could also play into how voting takes place. You could have the lower house elected by universal suffrage but the upper house is elected only by the landed. Or the Lower house is proportionate to national population, while the upper house is proportionate to the number of states (like in Australian politics).
I wonder how much of a pain it would to have a separate constitution that represents the historical context for each country. Though with me saying that I'm sure its beyond the reach of Paradox. I hope I'm wrong.
If you mean flavour text and graphics, cool, but if you mean gameplay restrictions based on historical events, that would be way too limiting unless you can change it at will
