The Lords Reforms mean they have a Veto for the first two times but the thrid time a bill comes up from the commons it must be let though.
I wonder how much of a pain it would to have a separate constitution that represents the historical context for each country. Though with me saying that I'm sure its beyond the reach of Paradox. I hope I'm wrong.
