As I pondered the lack of Rum in this game (more on that later) an old though came to me: back in the days of old one of the devs said something more or less like: we don’t like using titular titles because they are kind of hidden and benefit mostly those in-the-known. My, and no doubt also yours, first thought at this is: well, why then not make the information about the titular titles more easily available. For a long time I forgot about this but recently I thought about how many historical nations (like Rum) can never be appear because they are titular titles with missing creation conditions or a NEVER in the creation conditions.
And so I suggest the following: for titular kingdoms and empires make their CoA visible if one clicks on the capital of said title. The icons would show up left to the de jure kingdom and when hovered over a tooltip would explain what a titular title is and how it works. Also, in the de-jure kingdoms and empires map mode make the capital provinces stand out by adding a coloured border (e.g. gold or bright red).
Since pictures can explain things more clearly here’s what I mean (map mode is de jure kingdoms).

Back on the topic of Rum: am I the only one missing a strong Muslim nation occasionally emerging in Anatolia? In my games the only strong Muslims in the region are either Seljuks or Fatimids. I wish that every once in a while I could see the name of Rum on the map, but sadly no balance changes can ever make it happen because Rum is a titular kingdom that cannot be formed. Perhaps a decision could be added for any strong Anatolian Muslim duke in control of most of de jure Anatolia to form the Sultanate of Rum.
