After two months of continuous fighting, Blue forces finally managed to break the siege on their city. Fresh recruits and international volunteers, some better equipped than most, had been thrown into battle and against the armoured division they were up against, many died or routed. Despite their victory, the Blues duly realised: Their fight for survival had only just begun.

Highlights:

barkardes' militia give their lives to deal 3 damage to aedan's armour at 09.12
His elite infantry take 6 damage, dealing 8 damage to said armour, causing it to retreat to 08.11
Another unit of militia at 10.11 defeats the remnants of aedan's infantry at 09.11

It is still aedan's turn. I've cut off orders there as the infantry at 09.10 cannot attack 10.12 from 09.11 - hex 09.11 is already occupied by the tanks.

I definitely know I've seen multiple units occupy the same hex in previous games, provided they don't end their turn there, so is the problem just that one can't attack from a multi-occupied hex? Seem an oddly arbitrary place to draw the line.

Yeah, that's the problem. You can't "end" a move on a multi-occupied hex, which means you cannot attack from it, build roads or minefields from it, or end the turn on it.

Restrictions on the last three make sense. Restrictions on attacking do not. Attacking doesn't end a units move, they can continue to move forward.

As a gameplay reason, it prevents people from smashing blitz units through a really tiny front. Out-of-movement units clog up advance lines which mean you need to advance on more than 1 hex of width if you are mounting a huge advance.

Either way, it's the rules for this game, we'll have a proper discussion on this once it's over.
