BFB Ottoman Saadabat Concordat

I've played through the Ottomans a few times but every time I do the Saadabat Concordat focus nothing happens. I've tried improving relations, putting on diplo pressure, but I dont even get a message saying that theyve rejected the offer to join my faction. I even followed a let play move for move but it didnt work. Hopefully a quick patch for 1.10.2?

i hope it gets patched soon. problem is national focus is supposed to get them inside a faction without asking so you can puppet them not invite them. only way is to cheat and accept the request for them now
