New player here. Is it better to use the Black Ice mod or the standard 4.02 TFH basic HOI3 game for multiplayer play? Which has better balance?

Any advice would be helpful.

I think you should get a grasp of a game first before you jump to such an extensive mod as Black Ice which changes almost everything about the game. In terms of MP i would recommend Vanilla TFH or some MP mod. Also register your copy of Hearts of Iron 3 and it's expansions. This way you will always get support on this forum, and also it will unlock mod and multiplayer sections not mentioning the tech support forum. Hope this helps.

Generally it is better to play vanilla for multiplayer.
Because it is better tested for multiplayer and there might be somethings in Black Ice that is not working in multiplayer
I'm not saying it won't work to play black ice multiplayer. But vanilla is probably more stable.
