Right now, mountains serve as nothing more than a geographical obstacle, which is a shame because they could be so much more.

Yes, in real life, mountains are Geographical obsticatles, and we shouldn't ignore that, but at the same time, in real life, mountains are also much more.

Mountains in real life have different climates to their sea level surroundings, but that almost certainly wouldn't be possible/necessarily for the sake of CS, but there are other things we could do.

For example, skiing. This has been done at nauisium, so we'll move on

Neighbourhoods carved into the sides of mountains. Greece and Italy are littered with islands where the buildings are engraved into mountains. Take Santorini for example, its buildings are carved into the mountains. But it's not just South European islands, in Medellin, Columbia, there are esculators that allow residents and visitors to climb/decend the mountains with ease. Mountains could also make mountain passes. On top of mountains, there could be cliffs, which are flat but with high elevation. Urban esculators as a form of transport would be interesting.

There could be whole communities high upon mountains which aren't served by roads but are served by rail lines. This could be incorporated into the game. There could also be car ferries which shuttle vehicles up and down mountains. Alternatively, there could also be steeper roads, particularly in places which are far too steep for rail lines. The urban engineering required to make mountainous roads would leave a permanent mark on the land, and railways, more so, as rail requires gentler slopes.

I think CS has the ability to really incorporate a new mountainous element into the game, if they really wanted to.

Never used them myself (my 2013 laptop struggles enough with Vanilla/DLCs), but they look pretty cool.
