I would love to work beta testing certain types of Paradox titles. Is there a formal application announcement area for Paradox?

I believe it is always a process connected directly to a title's beta testing. When a title enters that phase, an invitation is announced in the forums, usually by either the game's developers or by Kallocain. Then, and only then, is applying possible. No permanent, all-purpose beta testing application exists.
No...Although, if you are awesome you are likely to get in to later betas you apply for.
Best avenue is to follow the sub forum when a new game is first announced.
