Easy, 2 steps.
1, pre order the game when available.
2, wait until June 6 and you can start beta testing it.

you cant. The beta testers were already selected months ago. The game will be launched on the 6th of june.
You can surely apply for the beta of HoI5. I'd guess somewhere around in 2023.

I think you might be overreacting just a little here. Especially you last comment which is exceptionally rude and elitist.

I'm 99.9% sure that was just a bit of light hearted humor, no "smartass" intended.

Watch the forums. If and when they need more beta's they will post it, simple as that. I don't watch for those threads like I use to, but I am fairly certain EU4 and CK2 have asked for new testers at least once each.
I do however take exception to some of the behavior in this thread, and suggest that you refrain from posting like you did through this thread (other than the OP) lest you find yourself on the receiving end of some personal communication from me.
