also is it intentional that AI provinces no longer show how many times it had development upgrades?

Up thread Wiz answered that it's going to be very unlikely that we will get a patch until after he returns from vacation, which is August 10.

Does anyone know when this will be out? Lots of modders have put a halt on updating their mods because they are waiting for this patch to be officially released.

To be fair though, the mods like "Thick Borders" ( and their sub-lite mods ) only require you to change one line in the mod itself and still work ( I have 3 of them and they work properly ). I can obviously only speak for the ones I am using but they seem fine if you enable them for 1.13.

Elaborating here. You'll need to change the variable "supported_version" in your mods

Example:

1) go to "C:\Users\<username>\Documents\Paradox Interactive\Europa Universalis IV\mod"
2) open any file with the *.mod extension in an editor ( like Notepad, Notepad++, etc. )
3) change the line supported_version="1.12" to supported_version="1.13"

Some mods might not work - as in cause issues of course - but as long as you can play and experience no problem while the mod still works that's already an advantage. You can always revert back if you experience issues.

Okay. I tried to test the "not gaining Imperial Authority" thing by going to war with Denmark+Burgundy. After a long and bloody war, the HRE, Duke of Nassau (me) was finally able to liberate Luxembourg from Burgundy, and then, after even more bloodshed on the Jutland peninsula, freed three imperial provinces from Denmark (Holstein, East Frisia, Bremen).

p.s. I think this may have to do with the system trying to calculate the IA gained based on the old "base tax" whereas there should be something now based on total development in the province. That may be where the bug is.

Also, one last thing. Even though I have 80 IA, I have a grand total of only myself voting for the first reform. I think there's something bugged with the voting as well. Everyone pretty much loves me (I've been a kindly emperor). But no one wants to vote for reforms. Not even my allies. I don't get it.

  • Releasing HRE member states, HRE members converting, winning defensive wars and HRE members being annexed no longer affects Imperial Authority directly. Instead Imperial Authority is mostly a ticking value that grows when the Empire is peaceful and there are numerous member states, and shrinks when the Empire is religiously divided and under the control of non-HRE nations.

Asking for no particular reason, except that I am craving for HoI4 dev diaries and none are to be found until their vacation is over, and I don't know when that is. :D

I am not using the beta patch, since it seemed unbalanced. The mods in question, however, haven't been updated from April and pre-Common Sense times, so it would be impossible to run them after changing .mod files anyway. The modders are waiting for the official 1.13 to be released.

The devs on vacation will be back before Wiz, his vacation has yet to start which is why he's been here. I don't know when they'll be back but it will be before the tenth.

you can put your mouse curser over the shields in the HRE window and it will tell you the modifiers to vote or NOT vote for the reform

you can put your mouse curser over the shields in the HRE window and it will tell you the modifiers to vote or NOT vote for the reform

It was a -104 "weak emperor" modifier because I had an army of 20k. I eventually was able to double it to 40k, and it was cut in half to about -50, and I could pass the reform. Meh.

I don't like this restriction about not being able to disband troops when inside or adjacent to enemy territory. There can be situations where it becomes no longer possible to disband any troops/mercs during war for smaller nations surrounded by enemies or borders. You should always be able to disband inside your own territory no matter what and just disallow inside enemy territory.

I had a war in a Friesland game and hired a bunch of mercs temporarily to win a large battle by going over my forcelimit, but I realized I couldn't disband any of them afterwards due to the way the borders and enemies were and basically bankrupted myself because I couldn't disband them. I was also surprised that occupied provinces didn't count towards this "friendly territory" restriction.

July 1st: Updated with a fix for broken colonization/exploration and early reformation. Extra cost for primitives to develop and cost for native buildings were also reduced.

What was the reason for this? Seriously the primitives are hard enough to play as. If they are going to continue to be penalized/nerfed you might as well remove them. They (AI) never survive as it is, except as protectorates once in a while. I love playing as the Incas and Mayans, and 50% of the time I'm playing as them. So I strongly dislike these penalties. To me, the low forcelimit, dirt poor provinces, and tech penalty are enough.

If possible, can you make it moddable (and allow us to mod ships for natives, please)? Sorry if I seem hateful, I'm just a little frustrated as these nerfs continue to make the game harder for me. I do still love PDX and EU4 though.

I thought I read it as "extra cost for natives to develop and construct buildings has been reduced". Isn't that what you wanted?

I just had frozen allied armies when I needed them the most. Holland war of independence, and with Austria, Denmark and England supporting my push for it, and had two Austrian armies totaling 36000 men sitting in Denmark and Austria while Burgundy was eating my guts alive.
