Any chance that in the future AI/playable races born with hearts full of neutrality will be a real thing?

Still not possible to manage observation stations that are in sectors. :-(

Have you tried getting ownership of the system and giving it back to the sector AI?

Ouch, small planets got hit hard
Not really, imagine this its 3% per pop prior to this patch. On a 9 tile planet thats 27% increase in the research for a tech. With this new patch its a flat 10% for the planet as well as an additional 1% for every pop. That means that same 9 tile planet now increases the amount of research points required for a tech by 19% rather than 27% its an overall buff to us regardless of planet size.

On a 25 tile planet the pre patch increase is 75% tech points required post patch is 35%.

EDIT: it does mean that initially upon colonization you do get hit rather hard but it mellows out with developement compared to the pre patch increase.

Not really, imagine this its 2% per pop prior to this patch. On a 9 tile planet thats 18% increase in the research for a tech. With this new patch its a flat 10% for the planet as well as an additional 1% for every pop. That means that same 9 tile planet now increases the amount of research points required for a tech by 19% rather than 18%. The break even is 10 pops, this does discourage settleing smaller worlds to some degree. However on larger worlds if fully developed you do still benefit from the changes

On a 25 tile planet that is fully populated the pre patch increase is 50% tech points required post patch is 35%

This encourages players to settle planets and develop them, rather than using them as influence-free frontier outpost, which I strongly support
