Yes I think thats why. They want to avoid minors getting parent permission and stuff.
Damn, I forgot to mention that I tested and made suggestions for all of EU2's beta patches, think it would make that much of a difference?

BTW, mods are supposed to get into beta's, right? That counts for us RPG mods down at the bottom of the forum...you know, the ones that don't get to visit the mod forums...

Not entirely binding... But it's been a long time since I looked at minors entering into contracts.
Well, here's hoping I get in as well. I feel pretty good about my HoI beta-testing, but have to admit I wouldn't make it into anyone's top 10 list of beta-testers. But since I know they need more than 10, I feel there's a lot I can contribute...
But every once in a while you'll have to download an installer which can easily be ten times as large. And patches do have a tendency to grow over time...
