If I have max naval ex points what is the best stat for a submarine variant? All stealth, all speed? I am curious.

I don't know, but I can't imagine that either @Secret Master or @bitmode does not have an opinion. :)

Not sure how balance changes without the DLC.
The wiki lists the difference between the non-MtG models compared to the closest matching MtG design: https://hoi4.paradoxwikis.com/List_of_default_ship_variants#Submarines
Especially the later models are superior to the MtG design but there is of course less possibility to deviate.

It depends on the use case. Reliability is hard to justify but the other three upgrades all have their uses. More range can be useful to hit convoys in more places. Stealth upgrades are good when directly fighting against enemy combat ships. Torpedo upgrades cover the same scenario (because more torpedo damage = less time for the sub to get revealed until the job is done) and make convoy raiding more effective.
Yes, let's get all the demi moderators into this thread!

I tend to go sub 3 with snorkel ones for mp rules and production/research speed compromise, you can normally get about 40 of them out as Italy by historical war start.

for game breaking power then it has to be snorkel 2’s, they are normally banned due to how stealthy they are and how much production/research is required to counter them effectively.

then fill the other slots with torpedoes and upgrade your engines and you’re good to go.

another good bit of advice is having your sub fleets out on convoy raid missions before joining the war, as then they don’t have to leave your countries dockyards and run the risk of enemy air/naval interception before they reach their assigned raiding areas.

I also reccommend investing in spies if you’re going heavy into subs, as if you get 70% civilian intelligence on your raiding target you can see where their convoy routes are going, allowing you to adjust your raiding fleet accordingly when the enemy changes their convoy routes to escape from you!
