Characters can run short sometimes, but it's only ever a temporary problem. If you've just annexed a bunch of provinces and/or created a lot of new armies, your character pool can become empty. Wait six months and it will be full again; guaranteed.

The only problem, like cwg9 said, is that occasionally if you've got over a dozen unassigned married women in your pool the game engine thinks you've got enough characters already, even though those women can only be assigned to research positions. But even that problem sorts itself out over time.

weird unless i have to many admirals/generals i never run short of characters
as far as i know theres a minimum number of characters=number of provinces+5 researchers+x and if u go below this minimum next first of the month new are generated
offcourse this doesnt work if u have more admiral/generals than x

i could be wrong though i guess, and i have at times found that once my empire gets really big i dont have quite the number of admirals/generals i would like
so x should probably grow as your empire grows wich im not sure it does

How do I increase the character pool?
Send someone on assasinate mission. Chances are he will die, and game will generate another character. After some time you get what you want.

Extremely gamey, or are there negative effect of assasinations?

Oh I know the game generates characters after some time passes but I just wanted to point out that the issue is not, as Freebot mentioned, about not having enough high quality characters, but that sometime they all run out. I also think that should never be the case, ever. I hardly think that there was a moment where all of the Roman Republic could not muster even some idiot to deliver a diplomatic message to a barbarian horde that they better surrender or else...

A problem is, that you sometimes just get ugly dumbheads with stats of -3/-4/-4 from incest-bread and whatever. I always try to kill those imps, cuz i'ld never appoint them any tasks (beside suicidal ones, maybe). They just eat up space and are of no use.
More mediocre ones, with more plausible traits - that should be aimed at. Sometimes you get a new char that has a non-logical combination of traits.

assination's to your countrymen is a across the board loyalty hit.

Assinations are not the key to solving the problem. I agree with the fact that across all of the roman empire not a soul could be found/ bribed / promoted /or freed from slavery to fill a menial role...

The fact that the game does not manage this better is sad. They had it to an OK level in CK, but seem to forgotten what they did in this game.

Hmmm...I'd like to do this (at least to some extent) for every country - perhaps more or less according to starting size - is there a list of random names for each culture, so that this could be done (without having to research a hundred authentic names)?

I tried to find some authentic female names for carthage/phoenicia, but could only come up with like four or something - after some pages of google. But that should really depend on the geo. area/country.

So i guess some reasearch will have to be done.
