I thought for engaging Marsh / Arctic Marsh that Marines would be best.
So i licensed and build a few 2x MAR brigades.
They sucked and got terrain penalty. So i added in ENG.
And it still sucked ?!

Whats a good division setup to assault Marsh / Arctic Marsh ?

Also, is there anything "good" for attacking into Forest, or is 4x INF the best you can do ?

You're going to get a penalty in marshes regardless of what you use. Marines are the best, and if you have to attach something it should almost always be armor. Armor always has terrain penalties but the bonus of having it more than makes up for it. The real question is why are you assaulting marsh provinces anyway. Just go around them. They make a great way to trap retreating units because the units trapped in the marsh will get the marsh penalty trying to attack out of it.

For mountaineers attach armor and you have a mean 1Arm x 3Mtn division that is pretty tough against most anything (especially in hills or mountains) but other armor on plains.

Surprisingly, Armored Cars will provide some speed bonus, even though they get a heavy penalty in marshes like all motorized units (or all units for that matter). They're also Hard enough to reduce firepower against the division somewhat, unless the opposing unit has an AT brigade or Armor.

I've tried MAR, MTN, and regular INF as the backbone of the division with no huge difference between them in those conditions. After strugging with it for a while, I now just seal off the marshes and use air power to reduce anything within to the point where it doesn't matter much what I throw at it, it's going to break. Last time I played GER, I surrounded the Pryapet Marshes and left a Corps to deal with it, then ground down the bypassed enemy units with one TAC group. By allowing break-out attempts to get clear the marshes, THEN attack them, you don't have to go in after them until they're already out of ORG.
