Playing as any immigrant friendly country, it strikes me that it would be beneficial to concentrate all immigrants in a single state to minimize the number of capis or railroads needed for the efficiency bonus. That one state should probably be the one with the best life-ratings in order to maximize population growth. So does anyone know the states with the highest average life-ratings in the game? I figure that even if it's not in my country, it might be worthwhile to conquer it and use it to concentrate as much of my population as possible.

Alaska has always been an immigrant magnet too, but not to the extent of California :eek:

Also, Idaho, because of its precious metal RGO.

And Libya, if conquered by the right kind of government, seems to attract immigrants.

I'm not asking which states draw the most immigrants. It's easy enough to figure out, those states with precious metal or an god-awful number of provinces or both. Rather I'm asking those states with the highest life ratings. It might take some work to get immigrants there instead of Libya or Alaska, but it would be worth it in the long run as the pops grow more.

I mainly noticed because New York City has an insanely high life rating, so though immigration to NY state stopped after a second Mexican War in the 1850s when I took Baja, by 1915, the city had a population of 9 Million+. So I figured if I could somehow concentrate most of my population into NY City, I could have insane natural population growth. Unfortunately, immigration is by state, so I wonder which states best approximate NY city in life-rating.

you already had your answer: california has the highest LR. besides some capitals like paris, london, new york are blessed as well.
to maximize pop-growth picking the right nation could be considered as well, as pop-growth has a national modifier.

NY has the best single province LR in the game. Theoretically you can make it a single province state but there will be problems with making it gather immigrants. The best choice IMHO is California, and more exactly speaking the western coastal provinces that have high LR. The state is big enough, has farming RGO growth bonus and is in America so you can easily make it a heaven for growth.

No, all RGO provinces which employs farmers get a higher POP growth than those RGO's who employ labourers.

California, Ontario, and Alaska are the North American magnets for immigration. Libya has lots of provinces so it is Africa's major attraction. About the only African place which can beat Libya is south Africa if it is entirely united (all the Boar and Zulu provinces annexed) and if it is controlled by a country with good social reforms.

Yeah, uniting Transval and Orange (especially with the Netherlands) creates an immigration magnet. And i believe Pretoria has the largest pop growth percentage of the game.
