ok, so if you attacked a province with a field marshal that had DIRECT command of 24 divisions, then the HQ would only subtract a small amount from the original -75, that explains how I had -15 for 12 of my divisions at least, but there is no penalty if no one goes over their command limit, like a field marshal with an HQ, a general with 9 divisions, and a Lt. General with 3 divisions, interesting, learn something new every day about this game.

I find the easiest way to mentally organize units is by grouping them into "task forces" consisting of three stacks of three divisions each. Two stacks are led by LtGenerals, and the other by a full General.

Using one general per division builds skill faster, but is micromanagement hell, so I don't find this worth the time.

Using more than 9 units in an offensive "task force" becomes cumbersome to coordinate because of the different command limits.

For ships, I like to use groups of 18 under a Grand Admiral for my main strike forces.

In the '44 scenario I always (After crushing the Allies in Normandy and Italy) create Panzer armies of 2 armoured, 2 mechinized, and 1 motorized. I make enough of those that buy the end of '45 I have 17 of those armies, enough for all German Panzer leaders already not assigned to a command at the start with a skill as a geeneral at least 3. Then I encircle the whole Russian army. :D
