Hey, whats the best nation to unify HRE?

This will obv. require quite a bit of warfare so it should be a bigger country that isn't too constricted by soldiers or money. Prime choices seem Austria,Hungary, Teutonic order, Poland, and maybe Bohemia.

its probably easiest with Bohemia and can be done faster then any other nation, since you would start as the emperor then

You start as Emperor with Bohemia and if you do things right - you'll stay as Emperor for the rest of the game's timeline until unification. But Austria (gold), Bavaria (don't know about this one, but I heard they got good missions, probably can form Germany too), Brandenburg (IIRC can form Prussia), Burgundy (can form France, economically powerful & good missions) are all good choices as well, with their own benefits.

I believe the record for forming the HRE is 1406 with Bohemia by abusing converting to Orthodox religion on day 1 so...yeah. ;) Depending on your house rules, that's either awesome or completely gamey.

why has noone mentioned the Dutch?

Because Holland starts under a PU, and has to deal with that first. After that, it has the threat of Burgundy just below it, and must either expand or vassalize the electors in order to become HRE. While it can certainly form the HRE, any HRE nation could, if a player played it right, it is much more troublesome than, say, Bohemia, Austria and Burgundy.

Congo is slightly easier, since its existence is not immediately threatened.

Not immediately, but they're more likely to die to the Europeans. Inca/Chimu at least got a chance to prepare better, Kongo is close enough to be hit early on - without being able to actively seek westernization first, unlike most other Africans. Chimu and Inca are really the same thing, excepting for the starting position of their mutual conflict. You can't form the HRE before meeting Europeans anyway, so their ability to survive that meeting is more important than any day 1 issues they may have.

Oh, and just noted here - if you want to form the HRE faster - convert to another religion (non-gamey would be just converting to Reformed or Protestant (I suggest protestant, the production efficiency REALLY helps when you form HRE) when either come up), then enforce religious unity. Each conversion gives you 10 imperial authority, so converting the whole HRE will pretty much let you form the HRE pretty quickly if you had good DR with the minors & have a few vassalized (since vassals are very easy to convert).

You can also just enforce religious unity on electors (that'll only garuantee your spot as the Emperor, better just enforce it on everyone and do it last on major powers, so they have no chance to get elected, altho it's really unneeded if you know what you're doing, very easy to make electors vote for you), so if no other major HRE powers are protestant/reformed - you'll get all the votes (electors don't vote for nations of other religions AKA heretics/heathens).

Burgundy all the way. You only need to annex 2 small countries to get 50-80% cores on unification. Bohemia can do it much quicker but their problem is the lack of cores. Also always try to get italian ambition before you unify HRE.

how is waiting 100 years for the reformation considered pretty quick?

It's considered pretty quick because normally you wouldn't be even close to forming it at the time as you'd be able to form it thanks to enforcing religious unity. That's the fastest non-gamey method available anyway (since there was a method of going orthodox mentioned).
