Simple question which nation is best to to form italy.

If 'best' means 'easiest', Milan and Florence and traditional.

Savoy, Naples, and Genoa make, in different ways, for interesting games.

Culture Shifting Ming for the Unification of Pasta.
Pretty much any nation on Italian Peninsula is "the best". There is not that much difference (but maybe don't take The Papal State as he can't form Italy). Milan has great events, good ideas and high development (also an ability to switch to an Ambrosian Republic if that's your thing). Venice might be tricky as Merchant Republic. Any other Nation is just fine, Italian ideas however kinda lack in quality, so it's better to avoid those.
You can also Culture Shift to any Italian culture: Aragon for example would make a very strong pick as you get half of Italy for free with pretty much one culture there and you get Iberian Weeding over Castile.

Genoa and especially Venice are interesting candiatetes because their missions and posessions allow them to expand their foothold all across the mediterranan, as in the Balkans, Anatolia and Greece (and following Asia), Spain, the Black Sea region etc. These aren‘t nessecarily the easiest and quickest canditates (these would be Florence, Milan and Austria as mentioned) but they allow for the quickest Italian dominance over the Mediterranian, which qualifies as „best“ in my book. Note that Genua can be very hard to pull off nicely and Venice is much more consistent for expansion into Greece, the Balkans, Asia, and then later Spain and Italy.

Historical - Savoy -> Sardinia-Peidmont -> Italy

Easiest - Actually a toss-up between three.

Milan - Starts in the HRE; can can go Venice or Genoa easily. Unique republic Gov.type.

Venice - You have to drop your Merchant Republic but they are by far the strongest Italian in 1444

Naples - Very strong position; especially if they get their cores back on Sicily. However; you have to win an Independence War; and while that's usually rather easy; there's then events which can put you in a PU with France [Said event when hovered over the option says 'The French throne will be pleased. It doesn't say at all what this means and then you get PU'ed. Under France. Yay.] or give them a claim on your throne.

However; is not part of the HRE and unlike Venice; cannot release nations to enable a size where they can join; making expansion North potentially problematic early.

Oh yes; I completely forgot to mention something about how I formed Italy; and is another way one can go about it if they are willing to restart a few times.

You can start as Savoy; and Royal Marry Milan. Milan seems to never RM anyone of any decent size; so if you; as Savoy; RM Milan; you're usually the one who gets the defensive side in any succession war [And this means Austria comes in since you're in the HRE if someone outside if the rival claimant; and if it's someone inside; it's usually someone totally irelevant like Wutturmberg]

Milan starts with an old ruler. And while an event would USUALLY fire changing Milan into a Republic after their starting ruler dies; this actually only fires if the Milanese ruler has below 75 Legitimacy; or they go into regency. It does NOT fire if they get PU'ed.

Combined with the defensive Alps; a Savoy with a Milan PU is a power that can even push Austria around if they want to [Or Ally Austria and smash France] You can then kill Genoa and move into Italy that way; keeping Milan around until inherited [They have only a few provinces] or you integrate them.

I managed this in I think 7 resets. I mostly did it to see if it's possible. If Milan gets an heir; reset. It worked out; then I went with it and formed Italy and was so large by 1600 I was bored and stopped playing [I'd neutered France already]

Depends what you mean by best, really. France is pretty good at conquering the required provinces, for instance, but may not be nearly as satisfying as doing it with an actual Italian minor. Florence - Tuscany - Italy - Roman Empire can be an enjoyable progression.

Venice would be my recommendation for several reasons:

1. A ton of historical flavour events, decisions and missions on par with countries like England and France.
2. A potential rivalry with neighbouring Austria and Ottomans at game start makes the game interesting from start to end.
3. You're a merchant republic and also quite strong military and province wise.
4. World class galleys to dominate the Mediterranean with and to keep the Ottomans in check.
5. A good deal of achievements can be done with Venice.
