I always use Dominican Republic.

Criteria for hands-off nations:
* Does not affect the outcome of the war
* Will not be affected by the war (so no Bhutan, Tannu Tuva etc.)
* Is economically stable without pressing a single button

I tried El Salvador and it work fine through 1941. I just wanted to be certain that no unexpected events might happen like a war with a neighbor or something.

At the risk of asking a stupid question, does hands off mean literally hands off? Or do you do research, slider moves, trades, etc? I'm wondering because playing Dominican Republic a couple days I notice that the country is slightly short of needed daily resources, and will need to trade before stockpiles run out. Energy is -1.9 daily, metal -1.4 and rares -0.2 It could be economically stable by buying the needed ressources as money is +$6.5 with doing the 1 tech at 100%... but that would require "pressing some buttons" (?)

Put autotrade on and DomRep can be completely hands-off.
