I'm looking to buy a new laptop and I would like to get something that doesn't make the game painful to play on speed 5 starting around 1942. From what I understand a good CPU is by far the most important component.
Not a desktop because I'm a student without the space for one. I can only get away with a gaming laptop.

Of course gaming laptops is better but recently I bought a cheap 1000usd 1.4kg Asus Vivo Pro 14 Oled laptop wth Ryzen 5800H. It is the first laptop with new 14in Oled 3K 90hz 16:10 screen and a 8 core/16 thread cpu, and I can play game on silent mode. The fps is about 24-30 as I recall, good enough for this game.

I use both a laptop and desktop, depending on if I'm more concerned about the power consumption or performance.

The laptop has an Intel i7 7700HQ, 16 GB RAM and GTX 1060. The desktop has a Ryzen 5 3600, 16GB RAM and a Vega 64. The desktop Ryzen 3600 runs smoothly, even late game. However, the laptop runs considerable slower late game, so that CPU isn't really enough for my taste. It is getting older now though. Pretty much modern all gaming laptop CPUs are much closer to my desktop CPU, so you should be fine.

Personally, I wouldn't spec a laptop to run just HoI4 though. It's not a particularly demanding game, so do you play anything else that could be more demanding? I'd also consider future proofing, i.e. will you want to play newer games like Warhammer 3, or Victoria 3 when they come out, or anything else coming in the next few years?

In my research, I have found Asus rog zephyrus g14 This is pretty good, for those who carry the mid-budget like 1000$-$1500, This series' top-rated model comes with RTX 3060 which is enough to run the HOI better. Hope it will help to choose the best one. Thank you

I use a laptop with Intel 9 CPU and 32GB RAM and it's working just fine even in late game.
Yeah pretty much focus on RAM followed by CPU capability/power. Paradox games chew through those like a hot chainsaw through butter.

Asus G14 is well known for have no webcam. Make sure if you choose a gaming laptop, it has it.

Ideal for OP's use case would be a good CPU, good cooling, no throttling laptop with fairly good mobility (moderate size and weight, no typical gamer one) if there's any model that suits these criteria :)

What resolution do you recommend? UHD looks really nice on a big screen, but maybe HD is good enough for a laptop? Asking because a high resolution might put too much strain on the GPU.
And what screensize? 14", 15#, 16"?
