WC ideas, in other words "expansion" ideas: Administrative (reduce coring costs), Exploration (2 colonizer, colonial CB, conquistadors & explorers), Expansion (overseas CB, colonizer), Influence (reduce diplo-annexation costs, reduce envoy travel time, reduced claim fabrication time, increased IA where applicable, reduced AE).

Special case: Religious. Helps a LOT due to the CB, and to convert your conquered provinces faster.

Everything else is completely situational.
This. If you are going for WC, you can simply drown the opposition in numbers, you dont need any military ideas at all.

How about the order of taking them, considering the risk of not increasing your military in the early stage, etc? (I know it depends on the country and situation, but in general how would you pick them in what order?)

With Westerns nations like France, I would normally pick Exploration and Expansion first. Then either Administrative or Influence depending on your expansion chances.

For Austria, Innovative first, then either Offensive or Diplomatic depending on how well you're doing military.

For Ottomans, Religious, then Exploration and Expansion.

I think both have pros and cons, Diplo was quite improved and all the bonuses have uses. Does rely a bit too on how much people want to abuse vassals. For a "clean game", Diplo is better.

Trade on the other hand still is crap.
