Just by taking a quick glance at the available republics, republic confederacy seems like the best one. I don't know if it's different in EU Rome, but a 20% tech boost in just about any other paradox game would be huge. Should I go for a different republic instead, or maybe even go for a monarchy?
 
No, tech pretty much doesn't matter. The ahead malus is insane, so you'll never actually get ahead of the scheduled tech level. At the same time, the cost of being on schedule with technology is very low, so as anything but a tribe you'll probably never be behind. With the exception of one or two small countries that kept having rebels and barbarian invasions, all civilized countries at end game have almost perfectly identical tech levels. Additionally, beside the major tech level which unlocks a ton of stuff for every branch (5), tech really doesn't matter too much. Getting that a few years early (and more likely a few months) is worth very little.

The best government generally is the one that gives you the most ideas. Aristocratic/Military/Oligarchic republics all give three, but the aim should be to get dictatorship (4) and then imperium (5). The +0.01 loyalty for aristocratic republic is nice, but I never found any of the bonuses of any type of government worth worrying about.

Monarchies and republics are really different beasts; republic has to deal with elections and political factions limiting your actions; monarchy plays much more like others paradox games.

Tribes as you might expect is the bad government type that you'll want to reform ASAP.

If you're not much in EU:Rome, you should probably go monarchy first, you won't have to manage populists... Trying later on republics will give you a different feel and challenge.
 
Thrake is definitely right about monarchy being the more straight forward to play. Unless you dive into a tutorial and get a hang of handling populists in republics.

As CrowSky was saying the government types are basically linear, going to directly upwards until you can achieve Imperium.

As a tribe however, you want o be a Trade tribe. The extra trade route can make achieving necessary (50%) civilization much faster, especially if your in some far off place like the Pictts.

It's been a little while since I've played. But if I recall correctly the ruling party in a republic gives a fair bonus to things relating to it's preferred sector of society. That bonus can be useful, and flexible to changing times.
