I guess that would be Germany,as it has the most active gameplay. The USA seems very interesting as well,due to the strategic position and capabilities,although the start must be quite slow.

I wouldnt say that there is "the best" country to play, especially since everyone has different prefferences. I would say that the USA are probably the noob friendliest country to pick for start tho. They are in a good defendable spot and have such a massive industrial capacity that they can affort to do some mistakes, while their enemies cant.
Meanwhile Germany and Japan basicly dictate when and how the global war starts, but have to be carefull to net get pulled into a war unprepared.

Italy for me, or Japan, I like to turn their frowns upside down 
, best for me are the more challenging majors without a lot of industry built up, hopefully they will make China more challenging that what we've seen

Given how flexible HoI IV looks like it will be compared to previous games in the series, I would say Turkey has the potential to be a very, very interesting choice.

Play USA is pretty much boring unless u decide to become fascist and conquer the world before any major war begins

Depend of what you want, you can do very well even with a minor as seen in the Hungary stream.

What Lord of War said - everyone gets their own things from a PDS game, so you should choose the country that meets your preferences best for the playthrough you have in mind . Personally, I enjoy everything from a "play as USA and see how quickly we can knock the Axis into line" to "Play as Bulgaria and do the best I can to make a difference at the edges". Lots of fun to be had, and not that long away now .

The player in the best position is the US. It's difficult to invade, has almost all of the resources it needs, has extremely large production means, a large manpower and can choose the moment when they go to war, meaning that they will not have to deal with the issue of division not being prepared before they go to battle. The only disadvantage is that it will have to deal with the threat from Japan whatever other strategy the player might prefer.
But other than that, the best country to play as depends on the context you and what you'd like to simulate in the game. I'm going to play as Japan first to learn about the resource/logistics aspect of the game and because it allows me to experiment with most the game has to offer and not very challenging opponents in early war, but I'm doing it mostly to play as one of the axis. I'll then play as interventionist France, Britain and then will try to survive as Poland and then Romania.
But other than that, the best country to play as depends on the context you and what you'd like to simulate in the game. USA however have pretty nasty laws who give worse modifiers then what the Soviet start with and will likely have a hard time doing much in the early game.
I started HOI 2 and 3 playing as Brazil. They dont have as many units as the other powers, which can be overwhelming at first. They start well away from the main theater so you can get a feeling for invading all your weaker neighbors without to much stress. You are left to your own devices, which is great for a new player, you can figure out the game at your own pace without worrying about everything else.
Edit: And the best part is, unlike in HOI3, the USA wont just randomly invade you at some point cause they get pissed about your invasion of Colombia.

Saddest: Poland. You know years in advance what is going to happen and there is still not a damn thing you can do about it.
Happiest: England. It will be much more realistic in 4 as to what Germany (or any invader by sea) will need to produce a successful invasion.
Fire/Flame: Germany or Japan. Traditional war ignitors they are fun to play as they start warring early
Kindling: Every other country (minus Russia). For the most part they are all just fuel for the fire. They keep the world's war machines running.
Firemen: U.S.A. America wins the war and ends it. Maybe not as much fun to play as other nations earlier in the war however on the morning of 12/8/1941 until the end of the war there is not a more fun country to play, bar none.
Wild Card: Russia. Fun to play however it is H-U-G-E. And more than a challenge for even the most anal of players. If one is to play Russia, all of Russia it might be better to be a micromanager or someone who has a lot and I do mean a lot of free time. Man that country is just H-U-G-E!

For starters Germany is probably the best and for good players like Daniel, Luxembourg. But seriously, Germany is just OP. And if you are experienced the UK is a good choice because you have a huge empire and basically you on are your own for a long time.
