Best countries to play as before 1.12?

1.12/DLC will revolutionize following aspects of a game:
- wide-tall game with Province Development
- make building in a wide empire less tedious
- ability to make poor parts of the world less poor with Development
- Parliament for Constitutional Monarchies/Republics/England
- warfare
- looting
- Theocracies
- government ranks

Okay, so I guess it'd be better to wait with playing England or Theocracies till 1.12. I have no El Dorado; what countries would be coolest to play as without 'wasting 1.12 potential'?

Ternate, imo it will be much easier when devolopment comes, and the fun part about Ternate was the early hard times dealing with those damn big nations. (Imo)

TL;DR England is getting a parliament (and other nations can have them too) as well as a special government type that is better than the normal options at the game start but only England is going to get it (I think). Constitutional Monarchy is still better than the new one, but doesn't come until ADM tech 22.

This is starting date. Besides, it is impossible to just go into start date and console release all that stuff to looks exactly this way, I know because I did it while testing one mod.

I seem to remember one of the devs saying that the Portugese free core on Goa is being removed, so maybe somewhere in India for the easy Westernisation while you can?

Unless I misread things, Parliament was restricted to England. I actually asked this in the dev diary thread and that's what I understood from the replies. It will be similar in this aspect to the Dutch Republic or the Polish Elective Monarchy

The specific government form "English Monarchy" is limited to England / GB, but Constitutional governments (both monarchy and republic) will also get a parliament.

And you guys ever heard about dev builds. (Not refering to just you.) In the dev multiplayer of 1.11. Aquileia was independent right from the start. and had three province not the two cores that it has at the moment. Also administrative had -Autonomy in the said streams instead of the +Advisors. There are dev builds where they try out different things. Until there's a written post or somebody confirms it by word on a stream it's not confirm. That's what I mean confirmed.

So what is a Parliament? It is a new mechanic that Constitutional Monarchies & Constitutional Republics has as well. A Parliament is a political body inside your country, which will have debates that if they pass will give you benefits for a decade.

You misread things. What Johan means in that quote is: In addition to the English Monarchy upon which the idea of the Parliament was designed also the Constitutional Monarchy and the Constitutional Republic will have a Parliament. The English Monarchy was the first Constitutional Monarchy founded on the Magna Carta.
Later in the thread he also confirms that the Federal and American Republic will get a parliament.
So yes you have misunderstood that the Parliament is only available for the English Monarchy, they 250 years earlier thanks to their government type.

Awesome, I guess I misunderstood that part. It's awesome then, I was a bit afraid that the mechanic will be restricted to just 1 country, like it is with the Dutch Republic and Elective Monarchy.

You can play Muscovy-> Russia, it won't get anything new from the patch I think. You probably won't be able to build as many buildings.

You could try a horde before the rules of army movement change into more difficult. Also they probably won't change much.

The new patch won't be save-game-compatible. It was confirmed (by Wiz, I think).

He asked what he should play before the patch, right? I meant he should play Russia as it won't benefit from most things that are in the game. You can't build many buildings with Russia because of huge number of provinces.
