I'd like to nominate @Bullfilter and Civis Romanus Sum (An EU-Rome Vae Victis AAR). There are a number of crafty, conniving characters among the Senate and People of Rome, but in particular I want to highlight two in particular -- veteran bureaucrat Humphronius Obscurus and his understudy Ursus Reverens, perennial fixtures in every administration (and, some might say, the real movers and shakers of Roman politics...).

Thanks @El Pip for you ‘sight unseen’ congratulations. You may have gathered they are modelled on Humphrey and Bernard from Yes Minister/Prime Minister, coping with the vagaries of the game and the passing parade of Consuls as best they can.I normally try to avoid congratulations on things I've not read (for my sins I've still not really started on this one as I have so many other excellent works to catch up on). But given @Bullfilter is excellent at character elsewhere, I'll assume these are just as good.
