In my opinion the best assimilation states in the world are:
America - California (12 province, high POP growth, low native population)
Europe - no idea, it is wasting time to assimilate in Europe though.
Africa - South Africa (many provinces + good RGOs, low native population)
Asia - Malaya (many provinces, good RGO, low native population)
Oceania - no idea, probably somewhere in Australia
California is without doubt the easiest one to grab, Mexico is weak in early game and it is very easy to grab California from Mexico. An small exploit could be used to reduce BB gain. (demand the two core california, and demand two random cores, satellite, then trade the two random cores for the 10 provinces in CA)
South Africa is tough to get, I advise to grab somewhere like Fraesburg (sp?), get some immigrants to that place, and grant statehood before grabbing the rest. But unless you could purchase/trade South Africa from UK it is pretty tough to get it through war.
If you think that South Africa is tough, you might instead use the North African provinces of Ottomans, but those are dirt poor and don't attract immigrants.
Malaya is probably the lowest populated SE Asian state with good resources. Statehood should not be difficult.
