The game wont recreate history.
But the chances are that they would be a rather big power.
However i think that the gap between Belgium and the major powers would have widened by quite a bit by 1913.
the independance of Belgium had been guaranted by treaty by the European powers, so that napoleon refrained from trying to eat it though he had some fantasies about that....
The treaty went on till the German decided to violate it in 1914 to launch their invasion of France.
