I am sometimes annoyed with trying to see who would join a call to war if I declared war against a country but I have no diplomats. So, when I try to select "declare war" to check that page, it is grayed out because I don't have available diplomats. I think it would be nice should, if you have a hired Diplomatic Adviser, you can click "declare war" to get the prep window even if you don't have Diplomats. However, you still wouldn't be able to actually declare war without an available diplomat. This would represent the DA being able to advise you of the likely outcome of your Declaration.
