As far as I know that wasn't a real standing army, but more a militia or reserve force. 10% of an army equipped with impractical firearms, whilst perhaps 40% was equipped with lances, doesn't make it an army based on firearms, does it?

It does in the western tech group.

Early firearms (european or otherwise) weren't anything huge to write home about. Inaccurate, dangerious, slow to load, difficult to get repair, hard to get reliable/standard gunpowder etc.

The difference between the performance of an army with basic firearms and an army without them wasn't nearly as significant as some of the later changes in firearm technology and tactics.

Yes, this is terribly true and often overlooked. Firearms shouldn't create an immediate gap. Instead they should create a slowly growing advantage over nations not using them or using less advanced versions.
In EU3, crew-served firearms (i.e. artillery) become available in 1495 (LT 12), but don't really become effective in combat until 1518 (LT 17) when your artillery fire multiplier jumps from 0.2 to 0.5. Man-portable firearms (i.e. arquebuses/muskets) don't really become effective in combat until 1565 (LT 22), when your infantry fire multiplier does the same thing of jumping from 0.2 to 0.5. The killer about LT 18 is the change in tactics multiplier.

Part of the problem with EU3's representation of military technology is the pacing. The levels between 18 and 22 make such a huge difference because a number of critical modifiers all become available around that point. All of those modifiers may not be meant to represent firearms, but that transition is so dramatic that it's not hard to draw a dividing line there.

I think the annoying to me that the tech flavor event text would fix is certain event time tables. Like the printing press gets invented but you never get told about it. Until it's like "THE PRINTING PRESS DELIVERS BENEFITS." That just annoyed me.
