This whole concept had been reworked and was LONG overdue. The old system of admin capacity and sprawl penalties, pretty much capped a civilization at 3 colonized planets and even then, you WOULD see significant research penalties among others. That in turn, rendered traits like ADAPTABLE, or rapid pop growth, moot.

Gotta give kudos where they're due...so...kudos on this one!
