So I'm about to start a game as an Ashlander and I'm wondering if there's an event or decision in game to become the Nerevarine? Because if there isn't I see no real reason to play as an Ashlander, as there would be no real end goal satisfaction. If you can't currently become the Nerevarine, I'd like to suggest that feature!

It is currently not possible to become the Nerevarine, but, to my knowlege, it is one of the myriad of things on our 'to do' list.

You can't really "become" the Nerevarine, isn't it a reincarnation?
So it should be more similar to Dragonborn.
Also, in The Lost Prophecy, it says that the Nerevarine will be "Neither Hound nor Guar, nor Seed nor Harrow,
But Dragon-born and far-star-marked" so any in-game Nerevarine should not be a Dunmer from Morrowind

Very true, but it should be possible to claim to be Nerevarine, as Morrowind had many that claimed but failed at the trials.

So how should the game mechanics simulate that? Correlating Dunmer race positively and Dunmer cultures (Ashlander etc.) negatively?

Just making it so there is a higher chance for a non-Dunmer to get the random Nerevarine trait.
A Dunmer can very well be the Nerevarine as Dunmers were playable in TES 3.

True, but I think it was made pretty clear in Morrowind that even if you're a Dunmer you weren't born or raised in Morrowind. Which is why even a Dunmer character is called an outlander all the time.

Isn't it debateable whether you actually were the Nerevarine in Morrowind, as opposed to some Imperial stooge?

Azura created the whole Nerevearine business and she personally treated you as one so yes, the TES3 PC was the Nerevearine. The Emperor just somehow found out about it (probably one of that old Dragonborn's visions) and tried to make use of it. Uriel was far from a competent Monarch, but he liked dealing with divine stuff.

Some people try to debate it, but it is more because they find the idea cool than anything else.

I thought the implication was that you weren't from Vvardenfell, but I don't remember.

Though I eventually always used that alt start mod that made your dad the King anyway, mostly because I got bloody sick of Socucius Ergalla the Question Master.

Given her inaction before and during the Red Year, it's fairly that Azura doesn't actually give a damn about Morrowind, rather that she wants to see the Tribunal killed and their works destroyed.

I imagine it is more Azura stopped caring about the Dunmer after the Tribunal betrayed her at Red Mountain. In essence, the Dunmer were no longer her 'Chosen People', even after the events of Morrowind.

Because she hated the Tribunal, whom stabbed her in the back at Red Mountain and killed the Nerevarine. Remember that it pissed her off enough to curse the entire Dunmer race (which is how they got their dark-colored skin tone). The events of Morrowind can very much be summed up as Azura getting her revenge on the Tribunal, and after thats done, there is no reason for Azura to hang around and bother with the Dunmer anymore, especially since the Dunmer were hardly her only 'chosen people'.

The Gods in Elder Scrolls are not as active as people seem to assume. Especially daedric gods, who are actively barred from over interference with nirn as long as the towers stand (The oblivion crisis precipitated by the fall of several towers)

If she truly didn't care, then why did she save Morrowind from Dagoth Ur? Dagoth would have eventually killed the Tribunal and conquered Morrowind. Azura didn't need to interfere at all, the Tribunal doomed themselves from the very beginning.
