What determines the leadership ? I have seen it shift from different leaders, but nothing obvious seems to tell me how the leadership is determined.

In my current game Ferrara the OPM is the leader of the protestant League despite of me being the Hansa and having the largest nation and army inside the HRE.

I found a thread on reddit about this. It's something like the strongest nation not currently engaged in a war. There is probably a restriction on being an actual member of the HRE too as when I got out of the war I immediately took over the protestant side even though France was on it.

Although now that I think about it it was more likely due to the fact that France is Catholic so if they won as leader it would cause a time paradox with a Catholic member becoming emperor as a protestant victory ;)

I will also assume that something along with "the strongest nation able to become emperor" would be the criteria. As stated in my current game as the Hansa I have the biggest army in HRE, 80 prestige, and noone on the protestant side are larger than me. Still puny Ferrara is the leader. I am reformed, and I Wonder if this has something to do with it.

I think protestant nations have a bias for them, otherwise you have to be the first member. Only time I lead the league as reformed was when I was the first one in. As for changing leaders, I have seen it happen at high levels of prestige.

Protestant nations take preference in leadership of their league. So even if there's Catholic France in the Protestant league as the leader, stronger than anyone, a Protestant Milan would take over. That is an observation from personal experience during Milan > Italy game.

It uses the normal rules for determining emperor, precisely as if the emperor had died. Only difference is that they can't vote for the losing side anymore.

League leader does not automatically become emperor if they win.
It uses the normal rules for determining emperor, precisely as if the emperor had died. Only difference is that they can't vote for the losing side anymore.

Amusingly, this often means that the Protestant leader cannot become emperor when they lead their side to victory, because chances are good they'll have blobbed enough to become a major power before the war, which in turn means building up a fair amount of AE with the electors. As a result, random OPMs end up with the title.
