I've wanted to play a Germany game for some time now. I read here about the conditions for formation, but I'm a bit confused.

It says that I need to have 4 of the 5 "real" electors as my vassal. What if those nations have been annexed? Let's say that none of them exist anymore. Is it enough to directly control 4 of the 5 relevent territories?

Thanks for the help.

Yikes. That makes the whole endeavor ten times harder given that every German state seems to go to war with every other German state within the first few years. I suppose I could always try and take all the relevent territories and grant them independance late in the 15th c. That would help BB too, but it'd be better if I could get another nation to actually do the annexing.

Another problem I've encoutered (particularly with conquering the Palatinate) is that opponent nations tend to get in wars with multiple opponents at the same time. This means that even if I get all their territories, once I end the war and force-vassalize them, they'll just be gobbled up by another rival. This normally isn't so bad as it saves me the trouble of having to annex them myself, but for this forming Germany thing, it's a huge pain.
