You get a notification about the new wargoal being available, they will also declare using these wargoals on you and if you diplomatically interact with them they are called crisis aspirant.It is working, the only bummer is that there is no popup for this (at least I haven't seen one) like the ones for the Great Khan or the endgame crisis, at some stage I realized I am at war (no idea how long already) and that it is a crisis war I only realized as one star system got blown up.
Are you talking about a resolution of the automatic total war after reaching level 5?But if the ai takes the perk first and gets autodeclared as crisis after reaching menace level 5 and the player takes the perk afterwards he wont be declared as crisis after reaching level 5. Which means he can destroy the galaxy without the gal community lifting a finger.
What kind of tech costs and planet modifier were you running?I found two purifier empires went crises last run. The necrophage one reached T5 around 2400+, it also lost many pops to me as UNE refugees. Two 40k cube is something at the start of mid game.

Sry...It was 2300s. They almost took half of the mid size galaxy. The only modifier different was more pop grow.What kind of tech costs and planet modifier were you running?
