Steps to reproduce:

Start as tengri horde.
Own 3 holy sites and build temples on each.
Reform religion.
You will become a "nogovernment" with blue tassels and laws similar but not exactly like feudalism.
Save and restart game.
You are now a theocracy.
Game over.
