Be able to use hook to remove someone from faction for 5 years.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
That's what strong hooks are for. If you have a strong hook on someone, they can't join factions against you.
