Go to the Diplomacy Screen (the opened scroll-looking button; left-hand side) and click your own country if it isn't already selected.
You'll see something in the left window that may say something like "We have an honourable reputation" or "We are hated throughout the entire world" (or something to these effects)
Hover your mouse over it, and it'll say 21.6/60.0, for example. That's your badboy/badboy limit.
