Some facts about the BB cost don't seem logic to me.
1)E.g. FRA does annex a vassal on it's national territory, e.g. ORL, as a result it's BB-value rises by +1. When it waits until ENG does annex ORL and then gets the province through peace negotiations it will rise by 0!! I think on national territory it should always be 0.
2)E.g. SPA and POR, when SPA is at war with POR (successfully) and gets 5 small colonies <700 through neg., its BB value will rise by 0. When POR is a vassal of SPA and SPA does annex POR ALL those small colonies and trading posts will cost +1 BB EACH!!! So when they annex POR it usually costs SPA >+10 BB, while it should be 3 (Oporto, Tago, Algarve). They should also cost 0.
Over all summary: the difference between gain by war and diplomacy should be removed (diplomacy should not be more expensive than war!!!).
