We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
No idea about Japanese or Chinese but there will be some Erupoean languages coming in about 2-3 months after release.
I think they are looking at French, German, Spanish, Russian as the first pass.

Localization will mostly be handled through Paradox, if I were to recall. So have to see how Paradox does the other languages (especially for the voice overs, if they plan on that).
