UPDATE locked file bug!

Please explain your issue is in as much detail as possible.
The game had been running without a crash for 3 days, then suddenly it crashed after a drop. When I tried to restart the game, I got a failed update claiming there was a corrupted filed. I uninstalled the game and reinstalled the game. It never finishes reinstalling, claiming there is a "locked file"! I am including a screenshot of the message and latest crash files.

Devs continue to ignore the problem.

    First, I am unable to play the game for 2 weeks, due to nonstop random crashes, now I have not even been able to launch the game at all for THREE DAYS because of a faulty update put out through STEAM. Paradox/HBS have not even acknowledged the problem, here or at the helpdesk!
