The "Sensors Impaired" debuff from PPC's sometimes doesn't apply.

Please explain your issue is in as much detail as possible.
I've noticed sometimes that, when my 'Mechs are hit by PPC's and get the "Sensors Impaired" debuff from them, the difficulty increase to attacks doesn't actually apply to the attacks my 'Mechs make. I see that my 'Mechs have the debuff on them, but when I look at the hit chance and difficulty modifiers for their attacks, the debuff is not calculated into the total difficulty or even mentioned as a modifier.

Steps to reproduce the issue
1: Allow your 'Mechs to be hit by PPC's.
2: On your turn, prepare attacks on your PPC-debuffed 'Mechs and check your hit chance and the listed difficulty modifiers affecting your chance to hit. Occasionally, "Sensors Impaired" is not listed and does not affect your hit chance at all.
