Stutter Issue when loading Campaign

Please explain your issue is in as much detail as possible.
Okay. I own the game on GOG. I use GOG to start the game. Here are my system specs:

Window 10 Pro Ver. 1803

GeForce GTX 960
Driver version 398.36

Intel(R) Core(TM) i7-6700K CPU @ 4.00Ghz

31.94 GB RAM

I started a mission in post-Campaign and saved and quited after the first turn. After I got back home from work, I loaded the game as usual and when I loaded the mission save, the game's animations began to stutter. Everything from the dust in the air to the mechs to the UI. I tried lowering the quality from high to low and that did nothing for the stutter. I quitted and restarted the game to the same issue. So I finished the mission with the animations stuttering. The graphical issue even continued into the Argo screen. I tried updating my graphics driver, but that didn't change anything. I then tried verifying the install and that helped until I started another mission. Once that happened, verifying the install didn't work. So I then uninstalled and reinstalled, and I soon as I loaded a mission, the stuttering issue hit. It's weird. I've tried recording it and it seems as I record it, the stutter lessens, but continues afterwards. The video I've uploaded captures most of what I can see. At that moment I had the settings down to Low.
I LOVE your guys game and it is super sad that I can't play it right now. Hopefully you guys have some ideas as to what is happening. I'll continue some troubleshooting ideas I have while you guys get to my ticket. Thanks again and happy hunting!

Steps to reproduce the issue
Opening the game causes no issue: the intro video and the main menu run at 60 fps. Loading or starting a mission cause the issue. Loading a save to the Argo caused no issue at first. But now the issue happens when ever I load any save.

Oh! After some trial and error, I found that some recent update (don't know if it was Windows, Nvidia, or the game itself) changed how game used Fullscreen mode. I found that changing my desktop resolution to match the game's before launching it fixed the issue. And after a little more fine tuning, I was able to get the fps back up to 60. Hope this info helps!
