Overheat warning when not overheating.

My fully upgraded pilots trigger the overheat damage warning when they are still below their heat limit.
Steps to reproduce the issue
Take a pilot with maxed Guts and generate enough heat to be just below the overheat threshold. The overheat damage warning will trigger, even though the mech doesn't actually take damage.
