MRB rating restriction not enforced
Please explain your issue is in as much detail as possible.
The "insufficient fraction/mrb rating" overlay that prevents you from running a high-difficulty mission for a fraction only prevents mission selection. If the mission is selected via other means - notable example is "contract" button in navigation panel - you can negotiate and run the mission as normal.
Steps to reproduce the issue
1. Have allied reputation with a faction and 4* MRB rating
2. Roll a 5* mission for that faction which requires travel.
3. Observe the "low rating" red overlay.
4. Go to navigation tab.
5. Select the system that is marked as having contracts.
6. Press "contracts" button.
7. See that formerly inaccessible mission is selected.
8. Negotiate and run the mission!
