Maldive System Rep requirements bugged

Please explain your issue is in as much detail as possible.
At 1100 Merc and full Allied reputation, some missions on Maldive are still blocked by too low reputation. May also be a problem with Merc rep being too high, as when it is too high, the bottom row of 5 icons all go blank instead of lighting up.

Steps to reproduce the issue
Travel to Maldive system and attempt to gain contracts there, some will be blocked no matter how high your rep.

Problem seems to be because Maldive is set as 'difficulty 3', which is the only difficulty 3 system in the game, but difficulty 3 actually means 5 and a half skulls, which is where the breakage is occurring.

Difficulty 0 is 4 skulls, and every difficulty increment changes the skulls in a system by 1. Negative goes less, positive goes more.
 
Hellespont has the same problem, difficulty rating 3 generating missions above 5 skulls and not able to reach a rep high enough to ever play those missions.
 
Problem still persists after two patches. Please fix it.

Here you can see the rep bug, because why can I accept one 5 skull mission from TC and yet be blocked by another 5 skull TC mission?

And here we see the result of changing "AlliedMaxContractDifficulty" : 30,

As you can see, the mission is magically available. And judging from the max pay/max salvage, the mission is clearly set to a difficulty and reward level above the Capture Production mission by a significant margin. .2m extra max pay 5/20 vs 7/28 max salvage.
